Bikes In Buildings   Bicycle Access Program

A building is subject to the provisions of the Bicycle Access to Office Buildings Law if:
  • It is a commercial office building;
  • It has a freight elevator; and
  • A tenant/subtenant requests bicycle access.
 

In order to start the formal process of gaining bicycle access to your office, a tenant/subtenant (a "Tenant") may complete and file a Tenant Request. By completing and sending this form, you are requesting that your building Owner allows your employees to bring their bicycle into your office space. You will be responsible for providing a space or spaces in your office to store bicycles; this space must comply with building and fire codes and any other applicable law, rule, or code and must not impede ingress or egress to the building.

 

Please note, in order to officially initiate a request, a Tenant Request MUST be sent by USPS certified mail, return receipt requested to the Owner. You must also file your request electronically or by mail to the Department of Transportation, 55 Water Street, 9th Floor, New York, NY 10041, Attn. Bikes in Buildings Program.

After you have sent your request to the Owner by USPS certified mail, you may use the Index Number from your Tenant Request to reenter this system and add your USPS certified mail tracking number. In addition, please reference this Index Number on any future correspondence with Department of Transportation regarding your request.

A Bicycle Access Plan should be posted in your buildings lobby 35 days after the Owner’s receipt of your Tenant Request by USPS certified mail. If your building’s Owner applies for an exception, you should receive notification within 30 days of your request. If you do not receive such notification, you may call 311 to follow up on your request.

 

Individual employees of businesses in office buildings cannot file a Tenant Request; requests can only be filed by a Tenant in such buildings.
